LABEL and TEXT BOX Formatting

I have a text box with conditional formatting and I have a label box. I'm trying to place the text box directly over the label (overlapping). Is there a way to be able to see the label over the text box with out hiding it? Is there a property to change? Thanks.

Which ever is on top is what you will see. Try hidding it in design view and then make it visible in code when needed.
