Uncle , I have it on good authority that one of the extra restriction is the same as Tier 4 but you will not be allowed to look out of the window and wave to friends and family ! I echo jdraw " Keep alert and stay safe .

Ah! I see, thanks Jack. The threat level, level 5 is separate from the actual restrictions imposed, it's a separately operated system.

The government can then use the threat level to decide what sort of restrictions to apply.

Sounds almost like the USA's Terrorist Threat Level.
Difference is, in your case it's the government doing the damage. :|
