We are using Access 2003. I have a multiple user group using an Access be and fe. Be is stored on network, fe on each users computer. My problem is that if more then one user tries to open the db, it will not let them in. Acts as if the database was set to open excusively but i checked and it is not. Record locking is set to the default setting. Also this is an intermediate problem. Any suggestions as to what to look for i have tried several things and it doesn't seem to fix the problem.

perhaps, try tools options on the be database. There is an open exclusive flag on the advanced tab. It was there in A97, perhaps its still there. but I haven't checked.
I know there is an open exclusive in the dbs interface, but it can't be that, because you are not opening the dbs that way.
