I trying to modify the design of some forms in my database but the locking file (.ldb) is showing that some users are still logged in. I had everybody to log out and confirmed that they have logged out but the .ldb is still showing those uses as being logged in. What do I do in that situation?

Try to delete the ".lbd" file.
If yo can not, ask your system engineer, he can do it.

thank you MStef. I don't know what the problem was but when the guy who was logged in shut down his computer all the way then the the .lbd file was removed. I don't know what would cause this. Do you have any guesses?

If you are looking for "A Guess" only, I can offer this. On occasion, when we stop our application, MS Access fails to stop running and remains as a process in the background. If we restart the application and shut it down again, sometimes the process goes away, but if it does not, we use the task manager to end it. Perhaps something like this was the reason for your .ldb file still being there

Yes, we get that quite often. We usually just delete the ldb file though, if we're absolutely sure nobody is using the system as our users are always too busy to reboot and don't have the confidence to use the task manager.
