Macro Actions

Can anyone help explain to me why when my agency (government) converted to 2007 I now have only 38 actions available in my macros action list instead of the 70 I'm suppose to have. The databases that I've converted to 2007 work fine and the actions are display with an "!" beside them, but I can't create a new macro and use the same action because Access says it's not in the list. I figure there must be security settings someplace but I have looked and have come up emptied handed. Thanks for any help!
 
I am interested in this as I have yet to use A2007.

You might be better to repost this on the General forum with a different title as the Macro forum gets very little activity.

My understanding is that macros have been enhanced in A2007 but that might only related to being able to directly attach them to a form in the same manner as code.
