Hi

does anyone know of a good smarty editor that can show you visually the changes made to a template? Currently it seems, the best way is to use notepad and upload your template to check your changes but this is tedious.

Isn't there a program somewhere that works with smarty editing either web based or a program that hooks to the site etc?

There are a number of Editors:

Dreamweaver
Microsoft Visual Web Editor 2008 Express Edition (free)

It also pays to have IIS running with a local version for development purposes.
