Now 16:59 sounds much more likely, to my mind, especially considering the word 'finalize' was conceived at a quarter past two (during tea-time, IIRC).

Ah, well therein lies the inherant danger in regional dialects. We always had tea 'down my way' at a quarter past two. I understand that other counties in the UK partake of tea at different times, which means of course that 'finalize' was clearly conceived sooner in some parts of the country than in others. I expect they had their own variants which were associated to other mealtimes.
 
Assuming that was a genuine question, and not a Carry-On style euphemism, down-my-way would (originally) be the fair county of Devon, where the sheep are paved with gold and the fountains run with milk and honey.

And from which auspicious part of the globe do you hail?

In the states, we could consider "finalisation" spelled incorrectly and "finalization" spelled correctly. I guess it's one of those evolving changes that Tezcatlipoca was talking about. The same would be said about the UK's use of "our" at the end as opposed to "or" that the US uses. ie UK: colour US: color.

Since you add the "u" in there, or we took it away, how do you say and spell "flour"? Does it sound more like "floor" there, or is it just one of those strange "occurances" in the English language?

In writing, flour; phonetically, like 'flower'.
 
The 'ou' diphthong is - AFAIK - pronounced exactly the same way in both the UK and the US, so 'flour' sounds the same as 'hour'. It seems to just be your single vowel sounds that are altered slightly ('ant-eye' instead of 'ant-ee', when pronoucing 'anti', for example). Oh, and your spelling. And I don't much care for your president. :p
