in short, no, it is one or the other.
but you can mimic the mix by having your db as tabbed documents, but the forms you want to overlap, make popop and/or popup and modal (modal means you cannot go to another form until the modal form is closed - for example a message box is modal). Note that a popup form will always be on top of a tabbed form but can go behind other popup forms
