Mixing Tabular and Stacked Layout

I know it's possible, because I've seen it in templates, but I can't work out how to do it. I want to use both tabular and stacked layouts. Why? My data is (for example)
Label A Label B
Label 1 Field A1 Field B1
Label 2 Field A2 Field B2

I'm using grouping, rather than layouts, at the moment but it doesn't give the same level of tidyness in the formatting. ie When you use the layout the borders of your fields stay aligned; with grouping the field size still depends on the individual contents (which is fine in fields with no borders).
 
In a spreadsheet, put some sample records there and then show us how you would like it to be presented. Label A, 1, 2 etc doesn't mean much.
 
I think I've attached a screen shot example of the type of data and format I want to display.

Ok Sue, but we don't know what your original data looks. Can you show us some sample data of that too? Same as the data in your data example image.
 
The datasheet would look like:

Location Issue InsideDesc OutsideDesc
A Humidity 50% 75%
A Temp 24 30
A Other Factors Air con Stormy
B Humidity 75% 65%
B Temp 30 30
B Other Factors Windows closed Sunny, clear

etc etc.

I have two tables "locations" (about 300 records and counting) and "issues" (46 issues and currently stable!). The example above is a third table, run by an update query when a new location is created, which combines them and adds the "description" fields (plus others).
 
It sounds like a lot of work and duplication.

In any case, since you already have the table or query almost looking the image you attached earlier, what is the problem? All that's needed is to put that in a report and setting a Grouping (in the report itself) to Location.
