Occasional problem with multiple user access

Regarding an Access 2003 db that sits on a network. Occasionally one or two users will not be able to open the db (i.e. clicking on the db name in the Explorer directory tree will result in nothing happening at all) until everyone else has closed out of it. 99% of the time this group of six users can open the db at will and work in it at the same time with no problem, but occasionally this glitch continues to crop up and I am trying to figure out why it happens. It only seems to happen with the same two workstations. The remaining four users don't experience the problem from their workstations.

This morning I made sure everyone had the db shut down and I went to each user's machine, opened the db, went to Tools>Options, clicked the Advanced tab, and confirmed that "Shared" was selected for the Default open mode. However, it still didn't resolve the issue.

I am not sure if this is really a network related issue, or a setting I need to configure within Access itself. As far as the network side, all users have always had the same permissions re: access to the db in question, and I've already confirmed that these settings have not changed.

Does anyone have any insight or suggestions as to why this intermittent problem may be occurring and how to fix it?
 
It sounds like yur front end is on the server. Each user should have a local copy on their machine linked to the data on the server.
