Overlapping forms

I have several pop up forms that can be opened with predefined locations of the screen at the same time. Due to space, some may overlap each other a bit. Is there a property somewhere I can indicate which form would have higher precedence, so that certain forms are on top of the others when overlapping becomes an issue? I don't want to make any of those open forms modal, as users can freely go to other forms at any time.

Recently had a situation where there could be three pop-up as part of a wizard type update. Found that if the Popup was set to Model - the next one would pop-up and stay on top - (in order).
This should probably be asked in the FORMS area so someone who know more can validate this would be acceptable.
