packaging wizard problem

I have Access 2003 and have an mdb which I want to market. I have been testing the packaging wizard on a friend's machine. He has Access 2002. If I just copy the mdb to his machine and access it via 2002 I get an error to say that MSCOMCT2.OCX is missing. If I use the runtime version produced by the packaging wizard I still get the same error. I believe this is because the packaged version looks in the registry and sees that 2002 is available and uses that instead of the packaged 2003 version. If this is so I have a problem distributing this software to anyone who has Access 2002. Is there any way around this? Thanks in advance for your thoughts
