'Phantom' empty fields

How can it be that a query returns a record when the "Is Not Null" criteria is used that is completely empty?
This doesn't happed all the time but sometimes when I run a query a few records are picked up where the field I've queried has nothing in it at all ...
Has anyone else experienced this and who may know what one needs to do to prevent it?

Possibly those fields are Empty Strings, rather than Null.
