Pictures in a Protected Document

I have a form with three sections. The first two sections are not protected, but the third section (containing legal wording) is protected. In the second section, I want the user to be able to instert any information that they wish. I thought by not having the section protected, that was what I was doing. However, I recently found out that the user can insert a picture into the second section, but they cannot format it. For some reason, the Edit Picture toolbar is grayed out. Does anyone know why this is? Is there a way to keep the third section protected, and still be able to format a picture inserted into the second section? Any advice you can provide, would be greatly appreciated.
 
Doesn't this feature only work for clip-art type pictures, emf and wmf file type? The Edit Picture is greyed out regardless of the locked sections.
 
You are correct, the Edit Picture menu is grayed out in an unprotected document as well. Thank you for the information. Now, I have one more question. In the unprotected document, I can still format the picture (i.e. crop, text wrap, etc). However, in the protected document, I can't do any of that either. Do you have any thoughts on that?
 
I can only think that changes are being prevented because its protected.
