Possible for Report Header to always appear at top of screen?

Just a quick question (to which I'm guessing the answer is no), is it possible for a Header in a Report to always appear at the top of the screen - i.e. even when you scroll down the report?

I have a few buttons at the top of my report (viewable on-screen only) and would like them to remain at the top of the screen and the rest of the form to scroll if possible.

I think that is possible if you move the controls in the Page Header.

The Page Header is where they are at the moment so unfortunately that's not the solution; likewise I've tried the Report Header. I don't see an option to 'anchor' to the top or anything like that which is why I'm guessing it isn't possible
