I have one table called inquiries that has a primary key (an autonumber) for each type of product a customer inquiries about. I have a second table called disclosure contracts that has a primary key (also an autonumber) for each contract issued to a customer. I want to issue only one contract to a customer for all of the products they inquire about. Therefore, is it possible to somehow link all of the inquiry primary keys to the one contract primary key so that I can track all of the products covered by the one contract?

That's called a "many-to-many relationship". Search this site or Google and you'll get tons of info on how to make it work. It'll take 3 tables minimum, the two you have and one to join them. That table looks like ...
tJoin
JoinID (Primary Key)
Table1ID (Foreign Key)
Table2ID (FK)
