This is really a three fold question.

When openning an Excel file that is already opened by another user it is only possible to view as read only where no changes can be made.

01 - Is it possible to find out (without walking round the office) the user name of the individual that has it open?

02 - Is it possible once found the user name who is unavailable and has left the file open to remotely close it from your own PC.

03 - Write a Macro that will automatically save and close the open file if left idle for a specified time by the AWOL user

An alternative is to share the workbook. Then you can edit it regardless of who else is in it. Beware though, certain functionality is disabled in a shared workbook and you need to carefully review the options in order to ensure that you don't automatically overkey changes made by others when you save. It will allow you to punt latent users as well.
