I send a zipped Access file daily to a few guys. Everyone of them can retrieve the file and everything is fine. Except one guy. Everything he tries to open the file after unzipping, its read only. The read only check box is not clicked though. Any ideas whats happening here?

Does he extract/drag the db to say the desktop?

Where exactly is he saving the db to? If he is saving it to a network location that he does not have full access rights to then the db will be opened as read-only because the db is not able to create the record locking file *.ldb. Have him unzip the file to the root of his C:\ drive just as a test.
Another test would be for him to copy a db that he has no problem with to the same location that is giving him a problem. Maybe that will confirm the problem is not just with your db since other guys are not having the same problem.
