Record Locking and SQL VBA code

I work for a company that produces costom Access software for the State of Texas. A portion of this program manages check-in check-out of a facility. When someone checks out a record is made in a comunity service table. The record consists of an ID, a start time, and a yes/no field which marks it as a new record. When that person returns the check-in process looks for that record and puts in a stop time and figures the time between the start and stop time. In both the check-out and check-in process SQL code is used to make and update the records.

The problem we are having is that ocationaly, about once a week, the check-in process will not complete thre record. When I stepped through the code it did execute the SQL code without error but it did not update the records that I was editing in another sesion of the program. That seems logical but here is the rub. There is no way for the end users to edit those records. Several other people and I have been working on the problem for quite a while now but can't figure it out. Our presant theory is that as new records are being added to the table the page of records are being locked. When the Check-in process goes to edit the other records it can't because the records are locked on that page. I don't know a great deal about record locking and multi user stuff in access. It has been extreamly hard to test and we can't get spacific information on what all is going on in when the code messes up.
