Report not sorting data correctly

I have a report based on a query. The query sorts records by year and month, both in decending order so that the most recent records appear first. When I run the query - it works great. When I run the report, the data is not in this order. The correct query is shown in the report properties. What's missing ?

Get your report in Design View. Beside the Toolbox Icon is the "Sorting
and Grouping" Icon. Use this to specify the sort order of your report. It
also controls group headers and footers.
