Report/Subreport based on qry

I hope I can explain this. I have 2 reports, each is based on a query (each a separate query). Each query has 2 criteria set to ask the user what year and what district. Individually the reports work perfectly. I made the second report a sub report of the first. I would expect when opening the report I would be prompted for year and district twice (once for the report and once for the subreport). My problem is that it asks me to enter this 4 times, then the report opens up and looks exactly as I wanted. Then as I scroll through the report and get to the area of the "sub report" it asks for the same information twice more. After the 6th prompt, I have a report that looks just like I need it to. I have no idea how to get this to stop prompting a total of 6 times. Any ideas?

I would enter the criteria on a form and have both get it from there. Then you only enter each criteria once. Instead of

[Enter blah]

you'd have

Forms!FormName.TextboxName
