Restricting conversion under two version scenario

I have need for both Access 97 and Access XP on a number of machines since we currently do not have the programming staff to review and convert our rather complex 97 applications.

What I would like to do, however, is protect the 97 databases from being converted by the user in XP ("Open/Convert popup box) by not allowing it to happen.

I know I can get rid of the box through a registry entry, but is there any way to set something whereas 97 databases will not be allowed to be converted ?
