I've been developing in Access for several years, but my forms tend to be practical, not "pretty". My manager doesn't argue with the functionality of my forms, but he doesn't care for the looks of some of them. Any suggestions about favorite web sites to look to see well-designed forms that I could emulate? This is a business environment, so I'm not looking for multiple colors and fonts. Thanks in advance for any help.

Did you asked your manager how she/(he) would prefer it to look like?
Otherwise I think you are on a mission impossible. :)
And don't forget to ask the other users how they prefer it.
Like you, I am even more focused on function than if it looks pretty.
Colors and fonts can be the A and the O, to separate different sections in forms.

Form design, or more generally User Interface Design - UID, is a massive topic. You could start by looking at these links which I picked from a very brief search:

http://designprinciplesftw.com/collections/10-usability-heuristics-for-user-interface-design

http://blog.teamtreehouse.com/10-user-interface-design-fundamentals

http://www.usability.gov/what-and-why/user-interface-design.html

There's plenty of other stuff such as efficiency e.g. keystrokes. Also design modelling and understanding how the user works (workflow). Understanding the type of user e.g. techy/non-techy, frequent/non-frequent (frequent users will follow complex workflows better). Streamlining repetition. Memory aids.

Take a look at the contents of this book to get a flavour of the things to you can think about (the section called How This Book Is Organised which is in the online viewable bit):
