Scrolling with Mouse Scroll Wheel (1 Viewer)

This has always bothered me, so I'm finally posting to see if someone else has figured it out.
While on my form, the mouse scroll wheel does not always work.
If the focus is in the form header, the detail section will scroll wheel great.
If the focus is in the detail section, it will not scroll with the scroll wheel.

If I use the scroll bar on the form, which always works, I can scroll back to the top where the header is and click on the header. Once the focus is there, I can once again use the scroll wheel to scroll through the detail section.

The detail section has subforms, tabs, combos, and text boxes.

I would like to have the detail section scroll with the mouse scroll wheel apart from where the focus is.
Is that possible? Any ideas?

Click on the form, not a control on the form to scroll.

To elaborate, if a control has focus, ACCESS will attempt to scroll within the control. If the form itself has focus ACCESS will allow you to scroll in the form.
