Some Users Can't Open/Add Reports

I have a baffling problem to run by the group. One of my DB's that has been functioning quite some time has all the sudden has started having problems, namely several of the users can no longer open or add new reports to the DB. Obviously something has changed, but I can't figure out what.

Based on my testing so far, I believe it's related to Active directory profiles, but I'm not 100% sure. I think I've ruled out corrupt db's & bad Access installations as possible causes. See below. Here's some info/ stuff I've tried to fix the problem:

- The DB was originally created in Access 97 or 2K. Several months ago it was converted to Access 2003 and has been working up until recently.
- Originally I thought this was a problem with the installation of access on certain machines, but I found that I can log onto the machines of people who can't get it to work and it works for me and vice versa.
- The DB is shared and stored on a network drive, but is NOT split. Even if the DB is copied to a local hard drive, the problem still occurs. In either case, there is ample hard drive space.
- The security settings for the DB and it's folder are set to Full Control for Everyone.
- Interestingly, users who are experiencing this problem can open existing reports in Design View, modify AND save the reports. They cannot, however, preview a report OR add a new report to the DB.
- Users having this problem CAN add new forms, tables, etc. to the database.
- The database is unsecured (ie. no MDW).
- The DB has been compacted & repaired without effect.
- On one user's machine, I re-installed Access, again without effect.

Again, I'm pretty sure this has something to do with the user's AD Profile, but one of the users having trouble with this app is a member of the Domain Admins and still can't open the DB. Any other insight or advice is appreciated. I've tried everything I can think of!
