Splitting a Ms Database

I am currently doing a college project that requires 2 views. A Branch View and a Staff View with each having different tables and access privileges. How do I do this??

One method would be to have the following

2 Front Ends (One for Branch, One for Staff)
1 Back End (Where the tables are located)

You would then link the Front Ends to the Back End.

How would you do that not very good at Access can you give me the steps for it??
