stop enter button from tabbing over

have a form in 2007 and have two text boxes that user can enter instru.... but when user hits enter to return down into next line in that box it acts like a tab button and opens up next input box is this a hot key issue or setting problem ..... i have gone back and set to memo but still acts like tab button

Under the properties of the text box
change "Enter Key Behavior" to
"New Line in Field"
