Strange read-only problem when moved to shared drive

When i place my newley created database onto a shared server. 1 of my end-users can only open the file in Read-only. The other 2 users can open it fine. The IT group at my company says there is not funding to support user created databases and wont help. Has anyone had any read-only to just 1 person issues?

Appreciate any help
 
The first thing I would check is the permissions of that user on the server folder.
 
Concur with Paul.

To properly use Access on a shared server, you need to see the user having permissions on that folder to read, write, delete, create, files. When the user having the problem cannot open the database for full use, odds are that the person doesn't have MODIFY or CREATE permissions on the folder, so cannot properly open the lock file (.WDL). This can be a domain permissions issue or a SHARE permissions issue.
