It was also thought to be that the "buck" was a knife whose handle was made of buck horn, and the passing of the buck was to denote who was the next dealer. Thus the "responsibility" for something (dealing) was determined by "passing the buck" in order to promote fairness as opposed to shirking one's responsibility. These days, it has become the latter, as you say.
