Expand your way of thinking. It isn't only international spies permeating our nation. Corporate espionage is also rampant and there, it isn't about national security. It might be so mundane as a recipe for salad dressing, mayonnaise, or cheese spread. (See, for example, Woody Allen's movie What's Up, Tiger Lilly.
 
and how do they do this, Richard? by injecting actual humans into corporations that work for other entities? so you're talking about using the human equivalents of adware?
 
Various techniques in social engineering. Perhaps a service person looks around a place to find where s/he can put a keylogger or bug. Perhaps just notices that someone is careless with a shredder, or perhaps that they use a commercial shredder and get someone on the inside at the shredder company. And yes, planting a "mole" works if that mole does grunt- work stuff - because in that case, s/he needs access to enough info to do the job that got the person in the door. Taking a low-level, low-paying job in order to gain access to plans means nothing if you have supplemental pay from the REAL employer.

social engineering is what the solicon valley scammers were engaging in when they tried to get me to buy into that Best Buy tech support scam. and of course, almost succeeded, as all you guys know.
