Toolbar at form

I would like to create a form with RichText textbox because of the font design . I would like to have toolbar that stay always at the top something like Microsft-word

is there away to do it?

You could try customizing your ribbon or create your own custom ribbon.

The rich text toolbar is designed to popup then disappear. AFAIK, that behaviour cannot be changed.
However you can expand the ribbon and use those controls from there
