Read Neil Gorsuch's book, Overruled, you will learn the history of precisely how the courts and the public and the executive branch itself has viewed agencies. It tends to go back and forth, is probably the most accurate way of describing it.Agencies are the executive branch. There is no legal difference between the President abusing his power and the National Park Service abusing their power. It is the President's job to make certain that agencies execute the law.
