Turning Mousewheel Off

Hello, I am using Access 2003 and need to turn the mousewheel off in one of my forms. I searched the forum and found some information about the MousewheelHook DLL. I am in a situation where I cannot load a DLL onto my system. I find it hard to believe there is not another way to turn off the mousewheel. If there is, could somebody please share? Thanks very much in advance!
 
there is at least one sample db that deals with this. i don't believe it actually turns off the wheel, but it does stop the scroll on records that are in the process of being edited. (does the scroll have to be off if a record is not being edited?).

other approaches include limiting the number of records in the form, i.e. an edit-form that contains only one record (doesn't stop the scroll but might help?), and, there is code to be found online that uses API calls to turn off the scroll (check dev ashish's site).
 
Actually, what would be ideal is for the mousewheel to scroll through the form, but not advance to the next record. Any thoughts?
