Web Access Page on CD

Not really sure where to ask this question so I will ask it here. I want to put a Employee Access Data Page, with read only access on a CD, with the DBase there too. I want it so that it will run a view members page from IE 5.0, which a web access page will do. How do I accomplish this? Do I have to purchase the developers package? If I purchase it, will it all fit onto a CD?
Is there another alternative way to accomplish this that I have not thought of?

Any advise will be appreciated

Will the CD be the data source for this page? Will the data ever change, or is it fixed? CD data is RO by nature, as the CD cannot be rewritten (unless it is CDRW running off a burner drive)?

Thanx for your reply. The data would be read-only. I would like the CD to work independantly using IE 5, displaying information contained on the CD using a data access page.
