When 1 record "relates" to another in same table

I have come upon this situation before. I imagine it is not uncommon and I don't know if there is a vetted solution. How do you connect these two records so that when a query that gets a hit on one record, the other record is also available for any report using that query as a source? Duplicating the table and adding a field that relates the 2 records seems like quite a waste of space.

Sounds like you need a field for the primary key of the parent record - it is exactly the same as if you added a foreign key field to a separate table, just in this case, the foreign key field is in the same table.
