I follow the following link to bundle my dB into an exe but I can’t fine where Access Runtime is located or how to run it

The attached image is part from the above link; if I choose option (a) it makes just a copy of my dB with the Design View disabled, option (b) makes a copy of my dB with the extension .ACCDR and when I click it Access open but there is no file to run, option (c) stops half way thru and says can’t locate Access Runtime or file MSVCR90.DLL is missing. However in my control panel under Programs and Features I have MS Access2010 plus MS Access Runtime 2010 installed.
Perhaps Access Runtime is accessed from within Access? But how?
