Why is it so?

I have two menu forms with the same background picture and all code has been removed for demo purposes.
The "Collections Menu" has a transparent button at the top with text that responds to fore color changes.
The "Main Menu" form has the same transparent button but the text looks "greyed out" and doesn't respond to fore color changes.
While I am not unhappy with the look of the Main Menu, I would like to know why it is like this.
