Why is my toolbar icon greyed out?

In a little project I inherited, my menu bar is "hidden." I would like to unhide it. However, in the View section of my options, my toolbar icon is greyed out, so I cn't use it, even in design mode.

What do I hve to do to be able to use the toolbar option in my view menu?
