Just my two cents:
It's been my experience that the more you make users change their passwords the easier the passwords get to crack. Most aren't going to spend a lot of time committing a strong password to memory if they have to change it every month or two, and if they do come up with a strong one count on it being written down on a post it note and placed on their monitor.

1. So in the lookup statment why the the UserID equal to the Me.txtUser and not to Me!UserID
2. In the frmUserLogonNew I understood why you changed the If and elseif but I dont understand the purpose of the below
