Access 2000 database not working under access 2003

i am trying to use access 2000 database onto to access 2003. When i try to click design mode to change something it gives me this message:

You dont have permissions to modify.

If i run it on access 2000 it runs fine.

Someone please help.

Access 2003 supports the Access 2002-2003 file formats, so in most cases you need only install Access 2003 and open your Access 2002 files — even if they contain Visual Basic® for Applications (VBA) code. Its data is typically stored in an Access database.) created in Access 2002, note that Access 2003 also uses the Microsoft Office XP Web Components to create data access pages. Because the same components were used to create data access pages in Access 2002, those pages will work normally in Access 2003.
 
Ok Friday... first off there is no need for that attitude...

second, you tell me then, why I save a db from access 2002 it gives me a choice of this...

1)"Microsoft Access Database" AKA .mdb The same as every other Access database... the difference's in the versions are all in the available dll's I think

So if thats a fact, how am I lying???
 
So there is a way around this, but it aint saving as 2003, which is my whole point in this topic.
