Are you using tabs? Is there a "X" on the same line as the tab to the far right?

As a workaround, in the navigation pane you could right[click on the table and select design.

Have you run VBA code to disable any of the clode buttons ("X")?

Aren't you able to right click on the Tab of an open table in Access 2007 and close it that way?
I could be wrong of course but I think it is possible. I do not have it here at home to test out...

I dont know what tabs you are talking about. If its the tabs that are on the left side that has the tables, form, etc. then no I can not right click and select close. Here is a screen shot of an open table. I can not find any close button.

Looks like you are using the Tabbed display but without tabs. Go to the Round Office Button and then go to Access Properties and then to Current Database. Find where you can select the Cascading Windows or Tabbed windows and make sure the Show tabs checkbox is checked.
