Access to PDF using a template

I have a process that compiles pay reports for over 200 employees. These reports vary in size and get saved in PDF format and emailed to the users using an automated process monthly. Now with the current state of the world and everyone working from outside of the office I need a way to make a small portion of these PDF's editable without giving a full Adobe license to each user. Anyone done anything like this?
