Add Number Format to Time Format

I'm trying to add a time of 1:30 (One Hour and 30 minutes) to a Number with 2 decimal places (1.50 which is 1 hour and 30 minutes).
I'm not having much luck.

I also want to concider using a number that might be 57 (57 minutes).

57 minutes would be 57 / 60 = 0.95

If you have an actual time field you can easily convert this to decimal time. The real time is actually a decimal already except it is the part of the day. I.e. 0.5 = 12 hours
A simple multiplication of 24 will make that 0.5 be 12 and will transpose any real time into a decimal time, i.e 1:30 > 1.5 and 1:57 > 1.95 and 2:15 > 2.25
