back end database

Cannot open back end database.
There are no other users logged on
Tried opening it in open exclusive mode but still error message.
Front end on number of desktop PC's.
Back End on server.
I need to get in design mode on back end but won't let me.
I get logon screen but when try to log on get message below
I can log onto front end ok.


Error message something like.

* You do not have perimission to open or enable database
* You must have open/run open/exclussive administer permissions.
* Request other users to log off
e.t.c.
 
Make sure you, as well as all other users have been granted read/write access for that folder.
 
Can i do that myself from PC or do i have to get IT involved ?.
How do i check it myself if i can.
IT department gave me local access rights as before i was unable to join the Workgroup Information
File but now i can. It said "Access is denied" before i had local access but is ok now.
I developed program in Access 97 and program worked fined but soon as i converted it to 2000 started having problems. We have also had new Pc's so am wandering about access and permission in general on these machines and also network permissions where
the back end and mdw file is stored.
I can add, delete, edit data when i use front end so back end is getting updated
but can't understand why i cannot open it and make design changes assuming no
other user is logged on.
We didn't have enough Access 2000 licences to start with so i had to make changes in
Access 97 and then convert to 2000 but now they are all 2000.
I never had any problems with Access 97 including opening back end.
