Change record in subform to different main form record (1 Viewer)

I'm having a hard time wording the question. I have a main form with a sub form. The goal of the database is to track citations. The main form displays each deputy and the subform displays all the citation info. The problem is when the person entering the data enters a citation under the wrong deputy, there is no easy way of editing the record to reflect the correct deputy unless I go into the citations table and change the deputy_ID to the correct deputy. I can't think of a way to make an easy edit form to correct this problem.
