Does my data need rearranged?

I've been on the board with this same table, but I hope it's okay. I have changed my table, but can't successfully query it. I need to be able to group specific items together by code to create reports, which will be used for specific work types. If someone can look at it, do you think I should break this down into several tables by code, or rearrange it in some way to make it more useful? I don't know what to use as a primary key, because each statement stands alone and they have no common elements. If I break it down into several tables, the primary key concept is completely lost to me.


My head is getting sore from beating it on my desk. Hoping for some suggestions.
