In our city, you cannot block someone's driveway. Of course if someone (FedEx, etc.) is delivering a package it is considered okay. We have people that have partially blocked our driveway. We did not have to leave or try to get back in our driveway at the time. If it is a real issue (blocked so much we cannot get in or out), then we can call the local authorities and they will have the vehicle towed (of course the vehicle may get moved before the tow truck arrives).

Blocking a driveway is illegal in my area too. Doesn't always stop the chowderheads.
