Database is splitted into back end and front end
Front end on my PC and back end is on a server.

do you have all Rights Set to the Backend folder?
what is the backend folder (shared folder?)
where are you creating the excel file, backend or local?

Yes I do have access to back end and it is a shared folder
Creating excel on front end once report is generated some users need it in excel

But unfortunately there is no macro that’s why I am trying to understand from where it is generating this error
Plus trust center is enabled for any type of macro

Do you have any reports which you can save as excel?
If you do, then the issue is to do with this report.
If not, it's a system thing.

If it is to do with the report, simplify it, and then keep adding in extra data until you find what is causing the issue.
