Question error: OLE Server Isn't Registered

after reinstalling office 2003 with full options and
after registering the Triedit.dll file
still i get error: OLE Server Isn't Registered
what else can be done?

Is there maybe a conflict with the SQL engine you have or DNS address

According to this:

the Triedit.dll is called when adding an HTML Template to a web class. It doesn't say that it is an object you can use explicitly. What is it you are exactly trying to do and how are you trying to use this dll?

i have small bmp files stored in an access table.
in one particular machine i can't open those files. i get the OLE Server Isn't Registered error.
