Excel out not working in Windows 7

Hi guys!

I have a problem using excel out since i upgraded my OS from xp to Windows 7 my computer has a piping management system ms access program which contains coding ... the error says
"3051 The Microsoft Access database engine cannot open or write to the file 'C:\Design ISO Data.xlsx'. It is already opened exclusively by another user, or you need permission to view and write its data."
what will i do? any suggestions and help is highly appreciated. Thanks.
 
Does Excel open on it's own and just the document won't open? How are you attempting to open the document? By navigating to it?
 
Thanks for the reply Gina Whipp, actually, excel out is working in windows xp but when i upgraded it to windows 7 it's suddenly not working out then the error message appears... I already installed the AccessRuntime and the Access Developer Extension I also set the drive "c:" into full access but still, not working. I am just new to this Access programming.. Thanks again..
 
Have you tried exporting the file to a different folder, Windows 7 doesn't like putting things in the root of C, and for good reason, try the My Documents folder.
 
Okay, now I'm confused...

1. Does Excel open on it's own?
2. If you are trying to export a file is it open when you try this?
3. What version of Excel?
4. What version of Access?
